Foreign Office, October 4, 1904. I HAVE had under my consideration your despatch No. 287 of the 8th August, respecting the levy of li-kin and transit pass rules in the Province of Yunnan.
It appears to me that the permission to sell certificated goods at places on the route short of the destination named on the pass is a considerable concession on the part of the Chinese authorities, and that it would not be reasonable to contend for the right to dispose of them at places off the direct and recognized route, even if such a course were practicable.
I concur in the terms of your despatch to His Majesty's Consul-General at Yunnan-fu of the 25th July.
